This started in 1983 with the creation of a coalition of environmental, implementation contractors and even utilities to change our energy industry to allow efficiency as a resource to be approved and implemented.

Legislatures at all levels are working and often struggling to find the policy solutions that can be enacted to achieve the results they seek.
